New 2025 Building Codes, Reach Codes, and WUI Requirements!

The California Building Standards Commission (CBSC) released the new 2025 California Building Standards Code (State Code), which will become effective on January 1, 2026. The Town Council approved local amendments to the State Code on December 2, 2025 (Ordinance 2380), which will also be effective on January 1, 2026, once approved by State Agencies. The Council adopted new Reach Code requirements as part of the local amendments, including:

AC to heat pump replacement requirements for existing single-family residential, when an air conditioning unit is proposed to be replaced;

Electric-readiness requirements (electrical pre-wiring) for existing single-family residential remodels or additions where gas or propane equipment is installed in existing single-family homes.

Town Council also adopted clarifying language regarding implementation of Wildland-Urban Interface requirements:

101. 2 Scope. This code applies to building materials, systems and/or assemblies used in the exterior design and construction of new buildings, and additions or alterations to existing buildings, located within a Wildland-Urban interface (WUI) area and contains minimum requirements to mitigate conditions that might cause a fire originating in a structure to ignite vegetation in the WUI area, and conversely, a wildfire burning in vegetative fuels to transmit fire to buildings and threaten to destroy life, overwhelm fire suppression capabilities or result in large property losses.
